Step 1: Engage a Licensed Agent

Applicants cannot apply directly and your agent’s role is crucial, they will conduct initial eligibility checks, gather your documents, and act as your communication link with the Program Office.


Step 2: Pre-Screening and Document Preparation
Before your application is submitted:

Eligibility Check: The principal applicant must be at least 18, meet all program requirements, and pass background checks. Dependents such as spouses, children, parents, grandparents, and certain siblings may be included, subject to rules.

Jurisdiction Restrictions: Citizens of certain countries are restricted from applying unless exceptions apply.

• Document Collection: You will prepare official documents such as passports, birth and marriage certificates, police clearances, proof of address, medical forms, financial records, and (if applicable) affidavits.

• Certification & Translation: All documents must be recent, in English (or accompanied by notarized translations), and certified by authorized professionals.


Step 3: Application Submission
Once your file is complete:
1. Your agent uploads the full application via the secure NREXST system.
2. The Program Office conducts Tier 1 and Tier 2 due diligence and initiates bank clearance.
3. If successful, you receive Payment 1 instructions for the application, due diligence, and bank fees. These are paid to designated accounts in Switzerland or Portugal.
4. The Program Office confirms receipt and issues your Application Submission Confirmation Letter.
5. A physical copy of your file is couriered to the Program Office in Nauru.


Step 4: Application Processing
At this stage:
• Tier 3 and Tier 4 due diligence are performed.
• The file is reviewed by the Cabinet of the President of Nauru.
• The Cabinet issues its decision to the Program Office.


Step 5: Decision
You will receive one of two outcomes:
• Approval in Principle: You are invited to proceed with the next payment stage.
• Letter of Denial: Your application is declined.


Step 6: Post-Approval Requirements
If approved:
1. Pay Payment 2 — your non-refundable contribution and passport issuance fees within 30 days.
2. Submit:
o Proof of payment
o Oath of allegiance (for all applicants aged 18+)
o Passport application forms (for each applicant)
3. Upon receipt, the Program Office begins processing your citizenship certificates and passports.


Step 7: Issuance of Citizenship and Passport
The Ministry issues your Nauruan Citizenship Certificate and standard Nauruan passport (valid for 10 years for adults, 5 years for minors).


Step 8: Handover of Citizenship Documents
Your agent will deliver your original citizenship certificates and passports to you, completing the process.
